A man possessing an endless will to subjugate all around him, and possessing neither the empathy nor ethical stopgaps to obstruct that trait, Dio is by all definitions a very oppressive individual. His principle characteristics are limitless ambition and lust for all material things in this world. A decadent of peerless quality, Dio indulges in all pleasures one can experience, and his domineering persona makes attaining these pleasures nearly effortless. Despite his vicious nature, Dio is intensely charismatic, and attracts many followers of all colors. His attitude towards them is dubious, though he has shown a peculiar care for his "minions" on occasion. Dio's arrogance lends him to "play with his food", often prolonging fights to the excess simply to demonstrate his own control or out of base amusement. Take great caution, however; he can also become very hellbent and obsessive both if he perceives someone as a threat or likens them in ANY fashion to the Joestar family. His death, additionally, appears to have made him exercise a larger degree of caution than hepreviously would.
history
Dio was born the impoverished son of an Italian peddler and unabashed thief and scavenger, who regularly abused and neglected him. After finally poisoning him, Dio was sent to live with the illustrious Joestar family, a wealthy clan of Londoners famous for their righteous code and quick temper. Quickly establishing himself with the family's head while simultaneously draining the life from its scion, Dio bided his time well for many years until grown, at which point he attempted to poison his adoptive father in the same manner as his actual one in order to attain his fortune and the mysterious MASK he sought. Jonathan through sheer force of luck managed to discover this plan before it could be completed, and Dio was forced to flee. Crafty to the last, Dio returned, but his scheme to deceive Jonathan was thwarted by the timely efforts of Robert E.O. Speedwagon, who saw past his contrite facade. About to be arrested for his attempt and disowned, Dio resorted to the Aztec artifact he had stolen, "ascending" humanity to become an immortal monster. After being eventually defeated by Jonathan, Dio's severed head managed through mysterious means to hijack Jonathan's boat. In a heroic effort, Jonathan elected to cast them both into the sea in an airtight coffin, but Dio was able to seize his body from the abyssal deep, and was eventually recovered many years later by wayfaring sailors. After reviving with Jonathan's stolen body, Dio, gaining the powers of a stand in the interim period, slowly revitalized himself while distracting the encroaching Joestars seeking to finally put him to rest for good. After a bloody confrontation, he was eventually slain by Jotaro Kujo.

Skills: Inhuman Strength: Dio attains massive strength as a Vampire, allowing him feats such as forcibly walking on walls and single-handedly deflecting attacks such as Hierophant Green's Emerald Splash (volleys of substantially-sized emeralds flying at almost bullet speed). After absorbing Joseph's blood he is powerful enough to pick up and drop a steamroller on Jotaro.

Inhuman Speed: Dio also possesses enhanced speed and agility. At one point he was described by Speedwagon as being as fast as a cheetah.

Enhanced Senses: Demonstrated when placing his head on the ground to hear Jotaro's heartbeat, despite being a few meters away, Dio appears to have senses beyond human level.

Regeneration: Dio can regenerate his body faster than fire can consume it. His incredible vitality is maintained by consuming human beings (or their blood), which he commonly does by piercing them with his fingers. Like all JoJo vampires, Dio sucks blood through tentacles in his fingers and has been seen at least once drinking blood from an unnamed girl. His body is able to live even after having vital body parts amputated and he can also control his detached body parts. The extent of Dio's own survivability is demonstrated when he could continue as just a head.

THE WORLD (世界ザ ! !) : The ability to stop time for 10 seconds, with a cooldown of roughly 2 hours.

Space Ripper Stingy Eyes(空裂眼刺驚スペース・リッパー・スティンギー・アイ lit. "Space Splitting Eye Spiked Surprise"): Dio is able to pressurize bodily liquid in his eyeballs and then create small openings in his pupils, eventually unleashing two fluid jets (referred to by Straizo as "Space Ripper Stingy Eyes") powerful enough to slice stone.

Vaporization Freezing Technique (気化冷凍法 Kikareitōhō?): A freezing ability enabling Dio to freeze his own body parts and transfer this over to other objects or beings. It is able to cancel out the Ripple by freezing the blood in the user's body.
Fusion: By fusing different species, Dio can create half-man half-beast creatures. He can even fuse himself with another living being to take control of them.

Spores (肉の芽 Niku no Me): In Phantom Blood, Dio's powers are more bio-organic, but for the most part in Part 3 he only utilizes the "evil implants" - a parasite that brainwashes Polnareff and Kakyoin. A vampire's cells can spawn Evil Implants generated from hair and insert it in the brains of living beings to control them. If someone tries to take out the spore, it will grow tentacles in a attempt to kill both the host and the one trying to remove it. If the vampire wants, he can give permission to someone to activate the spore's tentacles anytime he wants if close to it. The spores possess another effect in case DIO himself ever dies. According Keicho Nijimura, his father who was implanted by the spore underwent a mutation into a greenish animalistic form by having DIO's cells inside his body. Presumably, this is a side effect that the rest of the surviving Stand Users that DIO had implanted his spores inside of would suffer from.

Hypnosis: This ability was used twice on Jack the Ripper (anime only) and Poco respectively. In the case of the former, Dio hypnotized Jack to convince him to join as a servant, allowing Dio to drain his blood and turn him into a zombie. Poco was manipulated to lure Jonathan into a trap, though his consciousness returned after being subjected to Jonathan's Ripple.

Teleportation: Dio also shows the ability to disappear by fading into darkness. Whether or not this may be an actual vampire ability or a result of the use of his Stand is unclear.

Healing: Dio also seems to possess the ability to heal other people's wounds as he was able to completely cure Pucci's wounded foot by simply touching it. However, the origins of this power remain unknown.

Appearance: Despite his bizarre dress sense, Dio possesses the natural beauty of a male siren. His hair is a deep, unkempt gold mane about his head, his eyes several tints lighter. His skin is pale, but not as much as one might expect. His build is quite muscular and broad. His teeth and nails are fine, even points.

Mundane Talents: Painting, violin, wine brewing, singing, rugby, woodworking, sculpting, various aristocratic talents.
